What it measures
The euro/dollar rate multiplied by the dollar/lira rate. Computed from two liquid prices, not read from a direct euro/lira book.
Where it differs
Direct euro/lira books are thin, so a single trade at night can swing them; the multiplication keeps the rows on the board consistent with each other. Your bank's rate will still differ by its spread.
What moves it
Both European Central Bank decisions (the euro leg) and Turkish central bank decisions (the lira leg). When the two banks meet in the same week, it all lands on this row.
